Here is a clock.

The long blue hand is pointing to the 6, which is halfway round, so the time will be half past something or 30 minutes past. 

The short red hand is pointing to halfway between the 4 and the 5. Notice that the hand is not pointing at the 4 or the 5 but halfway between them.

So, the time is:

half past 4 or 4:30.
