The prefix over- usually has the meaning of 'too much' when it is added to a verb.

 

For example:

He overcharged me for those crisps. That's not fair!

Sometimes, however, it is not so obvious. To oversee does not mean to see too much, but to supervise or keep a watch over something.

The warehouse manager's job is to oversee the workers.
