The shapes below have a quarter shaded because the shaded part is 1 part out of 4 equal parts.

 

                          
             

 

These other shapes below do not have a quarter shaded.

This is because:

Either there are not 4 equal parts

Or more than 1 of those parts is shaded.

 

                               

 

The first shape above has only 2 parts.

The second shape has 4 parts, but they are not equal.

The third shape has been divided into quarters but 3 of them have been shaded, not just 1.
